The United States and Saudi Arabia signed a civil nuclear cooperation accord that establishes a legal framework for American energy firms to build commercial reactors across the kingdom. The agreement includes a pathway that could allow Saudi Arabia to establish a domestic uranium enrichment facility.

 

The accord, known as a Section 123 Agreement under the U.S. Atomic Energy Act, was signed by U.S. Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman. Designed to span 30 years, the multibillion-dollar strategic partnership aims to accelerate Saudi Arabia’s transition toward clean energy while creating significant export opportunities for American technology suppliers, including reactor builder Westinghouse.

Saudi Arabia has long sought to construct commercial nuclear power infrastructure to diversify its domestic grid away from oil consumption and free up petroleum reserves for export. Under the terms of the newly signed pact:

 

  • Commercial Enterprise: U.S. nuclear vendors will hold exclusive rights to supply technology, equipment, and construction management for planned light-water reactors.

  • Enrichment Feasibility Study: The two nations will conduct a two-year joint feasibility assessment on building an enrichment facility inside Saudi Arabia. Any resulting facility would operate under joint management and U.S. safeguards, utilizing American technology designed to prevent fuel from reaching weapons-grade purity levels.

  • Safeguards and Security: U.S. officials emphasized that the agreement maintains rigorous security oversight to fulfill nonproliferation standards required under federal law.

     

Nonproliferation Debate and Regional Reactions

The agreement has generated debate among international security analysts and lawmakers in Washington. Unlike the 2009 “Gold Standard” agreement signed with the United Arab Emirates—where the UAE permanently renounced domestic enrichment—the Saudi agreement leaves open a path for enrichment on home soil.

“These agreements uphold the highest standards of nuclear safety and nonproliferation, while relying on the world’s best nuclear technology and scientists,” stated U.S. Energy Secretary Chris Wright.

 

Critics in Congress argue that facilitating enrichment capability in the Middle East increases long-term regional proliferation risks. Administration officials countered that without American involvement, Riyadh could turn to non-Western suppliers like China or Russia, which operate under different diplomatic and security frameworks.

 

The agreement now enters a mandatory 90-day congressional review period before taking full legal effect.
