The Commission for the Investigation of Abuse of Authority (CIAA) has officially filed a corruption case at the Special Court against seven individuals, including the Mayor of Birgunj Metropolitan City, Rajesh Man Singh. The charge sheet accuses the defendants of fabricating government records and misusing their administrative authority to fraudulently issue a Nepali citizenship certificate.
According to CIAA Spokesperson Suresh Neupane, the anti-graft body initiated the lawsuit after an investigation revealed that Mayor Singh had falsely claimed another person’s daughter as his own biological child to secure her national citizenship documents under a fabricated identity.
The Core Allegations
The investigation centered around local ward operations in Birgunj Metropolitan City-3. Documents show that a daughter born to a woman with the surname Bhattarai was deliberately registered as “Rubina Shrestha,” falsely naming Mayor Rajesh Man Singh as her father.
By abusing local and district administrative channels, the syndicate successfully bypassed verification procedures to issue both a fraudulent birth registration certificate and a subsequent citizenship certificate.
Implicated Officials and Accomplices
The CIAA has cracked down not just on the Mayor, but on the entire chain of local governance and ministerial oversight that allegedly facilitated or covered up the forgery.
